Why don't all online businesses implement email validation?

Maybe my email address is too simple. For whatever reason, random strangers seem to want to enter my email address when they register with online businesses who choose not to implement simple email validation software. It's especially bad when those same websites then SELL their email lists to others.

Does anyone else have this issue? Is there any data on the amount of spam generated as a result of this irresponsible behavior by online businesses?

What can be done to make email validation a requirement for all online businesses?
