Why does windows recognize my mouse but apps dont?

I have some weird stuff that happened before but didn't seem too important as well that I can include but I will keep this short unless the details are needed.

I booted up my computer and opened up some apps. I tried to move them around with click and drag on the top, but it didn't work. In Chrome, I clicked on the search bar and nothing happened. In other apps, nothing works either. The close, minimize, window bar at the top of apps didn't work either. The weird thing, though, is that my mouse moves on the screen, and it works when I am in windows navigation (Ex: the status bar to pick apps and change wifi.) I am tripped out and am not able to use my computer to any useful extent until it works. Restarts and power offs do not help.
