Why does this keep happening?

Every once and awhile my mouse ( I'm using a pc without a touch screen or touch pad) when scrolling will all of a sudden change the zoom. I go between google chrome and IE and it happens on both. If it goes on enough then it starts to open up new tabs for every link I click on instead of just opening the new link in the same tab. I have tried to tweaking my mouse settings and that does not work. I have tried restarting my computer as sometimes that will work. how do I get this to stop as it is very annoying!!!!!!!!!!! Thanks.

Have you uninstalled the device driver , shut down the comp and unplug all usb devices and rebooting ?

Two Things I'd Start With

1. Open the Control Panel, then the "Mouse" icon, then the "Pointer Options" tab. UNCHECK the box next to "Enhance Pointer Precision", then select Apply, then OK.

2. Swap in a different mouse and see if it fixes the problem. If so, then the mouse is faulty.
