Why does my games look blurry?

My games look blurry and ugly in the recommended settings. When I change the graphics to higher resolution the blurriness decreases a little, but it stills very notable. I've tried turning off Anti-aliasing, reinstalling and updating the drivers, changing the monitor and changing the graphics card, but nothing seems to fix it.

I don't know if this caused the problem, but the last time I remember having no issues with the graphics in my games was before i used a program and received this error "Unhandled exception has occurred in your application"

My monitor is ASUS VS228H-P 21.5 and Im using it in the native resolution which is 1920x1080, same resolution Im using in the games. The videos look fine but games look blurry. I tried changing it to default settings but it didn't work either.
