It's all a matter of selling those particular placements of ads in those areas of CNET to the clients. That's why sometimes you'll see them (when they are sold) and sometimes you won't (when no one buys that space).
Utimately why we have such pop ups because serving ads is part of CNET business. Bottom line--no ads on CNET = no CNET today.
