billli726, Try starting your computer in SAFE mode then restart it in normal mode. This will rebuild the iconcache.db file which may have become corrupted and may correct the problem.

billli726, If the SAFE mode then restart in normal mode dowsn't correct the problem you could go to the link below and download Tweak UI which is Free. After you install it you'll find it in Start>Programs>Powertoys for Windows XP>Tweak UI. Open it and click Repair then choose Rebuild Icons and click the Repair Now button.

If your desktop icons have a shadow around the Icon Text you can remove the shadow by following the instructions at the link below.

billli726, Does your desktop icons have the border like the example at the link below?

http://www.mvps.org/marksxp/WindowsXP/boarders.php

If they still do even after a reboot do the following to disable Active Desktop as you may have Active Desktop enabled.

Open the Control Panel.
Open Display Properties.
Click the Desktop tab.
Click the Customize Desktop button.
Click the Web tab in the Desktop Items window.
Make sure all checkboxes in this window are un-checked including My Current Homepage then click OK/Apply/OK and restart your computer.

billli726, Your max iconcache may need to be increased. Go to the link below and scroll down to line 166 right colum and download the ''Add Icon Cache Size to Folder Options/View'' .reg file. Save the REG File to your hard disk. Double click it and answer yes to the import prompt. This will give you 4 icon cache choices under the View tab in Folder Options (Start>Control Panel>Folder Options). You can experiment with the choices starting with the smallest first. See if this corrects your problem.
