WHY can't Norton AntiSpam direct spam to spam folder?

Norton Internet Security 2004 (has Norton AntiSpam), Windows XP SP2 Home, OE6.

Norton AntiSpam is baffling me. It created its own folder called AntiSpam in OE6 but delivers spam (which it correctly IDENTIFIED AS SPAM already) to my Inbox. The spam pours in, Norton has never sent a single thing to the Spam folder. It correctly flags spam by putting "NORTON ANTISPAM" in bold letters in the subject lines. Now I have to do a multi-step process to get rid of every single piece of spam - it's insane! I start the "This is spam" process to send it to the NA-S folder, then another step to send it to the Delete folder, another step to delete it from there.

I have more personal interaction now with my spam than I have ever had in my entire life. I've GOT to be doing something wrong, but I see no way in OE6 to set a rule..if Norton AntiSpam in the title, send it to the NAS folder. I've made rules, I know how, this just won't let me. Things are grayed out, or missing or..something. I don't see a control in NAS to let me do anything at all. I can't even turn it OFF successfully, it keeps on running anyway.

I did set it to OFF once, but it kept running and constantly bumping me offline to Reconfigure and Restart. It's so useless! I can't get it to work, can't get it to STOP running. Norton's solution to everything in the world is to uninstall/reinstall the whole program. I'm not doing that anymore. I can't believe it can really be THIS bad - I've got to be missing something! Can anyone help?

I have tried and been unsuccessful in deleting the Norton Anti-Spam Folder in the Outlook Express folders. Any help?
