Sorry, I don't know about that.

All I know is that the Word 97 format already was different from the Word 6.9/95 format. It's understandable if Microsoft choose to discontinue support for it in Word 2003. On the other side, it's possible it's still on the CD, but not installed by default. Then simply run the setup again from the CD and expand the Word items until you find all supported output conversion routines that can be installed. Worth a try.

If it really isn't availailable, you've got the following choices:
1. Install Word 2002 on that persons machine parallel to Word 2003. Than he can open the .rtf file in Word 2002 and save it their in the old format. It might be handy to have another user account for that, so each user account can have it's own file association for .doc and .rtf.
2. Give that person a laptop and a USB-stick to do the conversion himself or give him a user account on one of the other machines (to be used only if nobody else uses it, during the lunch or after regular work hours).
3. Have any of the Word 2002 users convert the rtf.
4. Ask if the person/company who receives the old format can use .rtf files also. There are more programs able to read .rtf than Word 95 format, so it's not really impossible.
5. Switch to a more recent format then 95 all over. Any person/company not being able to work with the Word 97 format is lagging behind by 10 years now. That can't be a serious business proposal.
6. If there's no solid reason to work with Word 2003 for that one user, force him to work with Word 2002. After all, the choice with software to use is company policy, not an individual choice.
