Why can't I get my usb keyboard and mouse to work at startup

I have a home built system. It works great, and has for years, but there is one thing that I have never been able to figure out. I have a usb keyboard and mouse, as most people do. I cannot use them until after Windows loads. If I want to do anything before then, I have to plug in a PS2 keyboard and mouse. Does anyone have any ideas how I might fix this?

the BIOS to recognize legacy USB devices. Mice and kybds are NOT USB 2.0.

It helped (the mouse is recognized), but for some reason, the keyboard is still not usable. I'll keep on investigating.

If the system has PS2 ports

It's likely the BIOS is too old to support legacy mode for USB keyboards. But as Windows boots, the BIOS is not used so it can work after the boot.

This is getting more rare as few machines today come with PS2 ports. You explained why it does this in your top post but I find makers no longer give tutorials or documentation with the PCs.

I built this a few years back. I can check to see if there is an updated BIOS for the motherboard, though, so thanks for mentioning this.
