When Microsoft decided they needed to implement long file names, the method needed to support DOS and Windows 3.1 applications.
The result created a number of issues that plague users today such as the UPPER and lower case handling, the name-mangling method of the ~1 ~2 and so on and an highly inconsistant display of changing the upper/lower case of the file/directory names as you use a COMMAND PROMPT or even Explorer.
Explorer can be set to "properly capitalize" filenames, but a DOS window may show it otherwise.
