I don't think that what you want has anything to do with tld's.

Seems you want two things:
a) a domain
b) a hosting provider
This isn't necessarily one and the same company. You can register a domain via company A, and then host it at company B. But you could have it done via one company also.

If you want the cheapest

possible, you can use GoDaddy to register domains (and then always renew with coupons found online). They have many ads and nag screens when renewing, but you only have to do that once a year at a minimum (depending on how many years you register your domain), so personally, that's my first choice, because it doesn't bother me. I have a lot of domains, so the cheaper, the better, because it adds up quickly.

If you want something more straightforward, you can try Namecheap. I've never registered a domain personally there, but heard good things. It's a little more pricey compared to GoDaddy, but straight forward and user-friendly.

Lastly, I would advise against buying a domain with the company that you're also going to be using for hosting. Long story short, don't put all your eggs in one basket.

Just check for reviews and make comparison, then you'll get which company is best-suited your needs.
