whistling in pc

My daughter's computer makes a whistling noise on boot up and contiues until I empty the usb ports. I have switched the cables and that doesn't help.

I installed windows me before this started.

I would appreciate any help that is thrown my way

Whistling noises can come from either a spinning drive, a fan, your power supply, or several other components. As a A+ certified tech (I also have some other certs and a college degree in Computer Science), I was told by my instructors when it comes to ME, don't mess with it. That was when you made your biggest mistake. ME is THE WORST operating system Microsoft ever created. If Microsoft doesn't offer it for sale any more, why try making it work? Like I told one person, if you own a Mustang and Ford quits building Mustangs because they found Mustangs will explode for no apparent reason, would you try to make yours work anyway? Would you keep using it? ME probably isn't making your computer "whistle", but it's not worth fixing either. What OS were you running before? Did you hear any sounds prior to installing ME? If not, I would say you need to either install Windows 98se, 2000 Professional, or XP Pro. Just be sure to do a "clean" install, DO NOT DO AN UPGRADE. If you do, you will retain the unstable structure that ME is built on. If it made the noise before, take your machine to a CERTIFIED tech. Not your neighbor who likes to "tinker" with computers, or take the advice of some stranger here. I enjoy reading some of the posts here (for a good laugh). The majority of the people giving advice here have no clue what they are talking about. If they knew what they are doing, they would have the certification to prove it. If they aren't certified, then they evidently don't know enough to be messing with yours or telling you what you should do. Most of the posters here only know enough to be dangerous (especially in the areas of security and networking). Not all, but most.

You have isolated the noise as not coming from your system if the statement "empty USB ports" means that you pulled the USB cables. Attach one USB component at a time, one of these devices is making that sound.
