Used wisely can be good.

Some people want the T-Pain sound which is awful. Some free DAWs have this available but I've never tried it.

Answer
Audacity or camtasia

You can use Audacity or camtasia studio, windows movie maker. Audacity is only audio and with camtasia studio you can edit video and audio.

Odd.

I've yet to see Audacity and those titles to change voice to singing. What tutorial is out there for those apps to do this?

Answer
Suggestion only.

Hello,

You could try the WavePad. Let you change, edit voices and other recorded audio.
Otherwise, you may check the Voxal Voice Change software.

Hope this helps.
Have a nice day!

The Original Poster asked for "Change people voices speak normally to singer voices" which AutoTune sounds to be a lot closer.
