Intel's Quick Sync built-in video rendering feature gets a little better with each new generation. It does a better job than any separate graphics cards. Also, the 530 graphics will outplay the earlier HD4600 in games. Both of these qualities point towards the Core i5-6500 being the better choice.

The sooner you can squeeze an SSD into your budget the better. Any $59 240GB SSD will do to begin with and, when finances permit, check out the Sandisk Extreme Pro 480GB or 960GB model which sports the best sustained Write speed for video work of any SATA-based drive. Samsung 850 Pro is a strong second place choice for sustained Writes but it costs rather more.
