which is the best registry cleaner software?

Our point of view is to NOT use registry cleaners to correct socalled "registry errors".

And - I can add - surely don't use the one made and sold by SloxSoft, since this is what the BBB writes about them in https://www.bbb.org/west-florida/business-reviews/computers-hardware-software-and-services/sloxsoft-in-saint-petersburg-fl-90279444/Alerts-and-Actions:

"BBB files indicate that this business has a pattern of complaints concerning sales practice issues. Consumers allege that they are instructed to call this business after a window appears on their computer stating that they have a virus. This business then claims that they can fix the issue and subsequently offers a protection plan.
Consumers state that this business misrepresents themselves when speaking on the phone, and since they have allowed this business to take control of their computer, they feel pressured into using and paying for their services. Consumers filing complaints with BBB have given the business amounts ranging from $299 to $1,149.
In November 2016, BBB sent a request to the business to address this pattern and what actions the business has taken to help eliminate the cause of the complaints. As of today, the business has not responded to the request made by BBB. "

From my view these create more errors than they solve. Registry cleaning did something back in the 90's but today it's mostly to get folk to part with their money.

The safest I know of is Easy Cleaner, but I've not used it since XP (moved to Linux instead) and not sure it's needful or even works properly on the newer windows systems. XP and windows earlier often had programs that installed and then had no uninstall program. Easy Cleaner proved helpful then to delete the program folders and then let EC clean up the rest in the registry. It also had some other programs that were helpful included in it.

His site claims EC is good through Vista, no mention of any windows system after that one.

If I have any registry issues, I edit them manually, and that happens very seldom.

Every registry cleaner/optimizer I've tried finds something different than the other one. And in many cases, after the cleaner removes stuff, if you run another scan, it may find the same stuff again. On these forums, we find that registry cleaners cause too many problems and they simply don't substantially help performance.

My recommendation is to stay away from such tools until you have the expertise to approve or disapprove of EVERY registry entry identified for deletion by the tool.

Since most folks don't have a way to reload the OS and they don't make backups it's best to just stay away from that type product.

Delete one wrong registry entry and now the machine won't boot and their stuck.
Now it becomes an expensive trip to the repair shop.

I've used the reg cleaner that is part of ccleaner a few times, it seems to be a rather benign product that has not caused me any problems but I still would not recco it to anyone.
