Which is faster?

I am trying to select a laptop for college and am on a budget. Anyways, I want to know which laptop would be faster, one that says it runs at higher GHz, yet has a HDD, or one that has lower GHz, but has a SSD

My wife's travel laptop with dual core celeron at 1.4GHz 4GB RAM and 240GB SSD boots from cold in less than 14 seconds. Resume from hibernation in under 5 and from sleep in under 3 seconds. That's pretty fast. It runs Windows 8.1

OK, so GHz isn't the measure of speed. And I would not buy any laptop today with under 240GB since I know my stuff won't fit.

I mainly want it to load pages quickly, and surf the Internet with speed.
