Which drive files are okay to be deleted?

Okay, so I’m about to clear more than 60 of space so that I can update a Steam game called Ark Survival Evolved, But I’m not sure which of these files I can delete without suffering technical consequences. My dad helped out as best as he could, but did little since he himself is not familiar with some of the files as well, so I was thinking of asking the professionals, which is you guys Happy

So I screenshotted (through IPad Pro) my C Drive’s Programs and Features which show most of the files in the drive, the ones that are scratched out are the ones I’m pretty sure I wanna keep.

So with that in mind, I’d like to hear your suggestions, which files are okay to delete and which files cannot be deleted without suffering some sort of error?

You want to clear more than 60 what (MB or GB)? Given that most programs are small, 60 MB is more likely. And that's not really much.
I mean, running the disc cleanup wizard, including the advanced options, generally clears a few GB, and if you delete all but the latest system restore points, that's a few GB also. So I should start with that, and see if that's enough.

If not enough uninstall Winrar beta, unless - of course - you use it to handle rar-files. That's not uncommon for people downloading torrents. However, please realise that uninstalling a program moves it to the System Restore area, so - unless you clear that again - it doesn't save any disc space.

I double checked and its actually 69 GB, I was aiming for a bit more than 69 GB. And if you don’t mind me asking, which ones are the “latest system restore points”? I need to make sure since I don’t wanna delete or uninstall the wrong files that might be actually vital to the PC and regret it.

But I will keep in mind of Winrar Beta as well as the System Restore area, the latter of which I must look up for definition.

Personally, I use another way. First I turn off system restore for a disk (deletes all), then I turn it on again and make one myself. Very reliable and effective.

Deleting all programs in your screenprint (most of which you should keep, of course, so don't do it!) would only free 1 GB or so. Then you'll only have to find another 68 GB (or a bit more) to delete in stead of 69 (or a bit more). I think you were asking the wrong question.

I suspect that no matter how many programs you uninstall from that list or cleaning of system files you won't get close to 70GB.

Thoughts.
Your hdd is too small for the amount of data your trying to store......get a bigger one.

You have the hdd partitioned wrong and/or your installing your games to the wrong partition.
Post a disk management screen shot of your disk.
