It would really help if you:
(1) Told what you're planning to use the PC for.
(2) Concentrated on the differences between these 2 machines in stead of just dumping relevant and irrelevant info and letting us sort it out.

- The video card. Did you already read the reviews and the tests (tomshardware.com is generally recommended) about these 2 cards to compare them? For gaming, a good video card is essential.
- The first PC doesn't yet have an OS. That surely has to be added.
- The second PC has Office Starter, which you don't need for gaming. But as it's free that wouldn't harm either.

Compare the essentials for gaming:

Prosessor:
RAM:
Video card:
Audio Card:
Hard Disk:
OS:
Can you get them side by side e.g. in tabular form ? That makes it easier to compare...
