Windows Vista is currently in Beta testing and available to MSDN subscribers and select developers only. Since it doesn't sound like you fall into either of these two categories, you're limited to reading about Windows Vista and viewing screenshots through Microsoft and third-parties. Downloading Windows Vista from a third-party is not allowed. (Those who post downloads violate the terms of service/contract/EULA, are committing piracy, and performing illegal activities. Those who download Vista through this method are violating the latter of the two.) Thus, you'll find no help here in finding/downloading/using the latest version of Windows. It will be out soon (late summer/early fall), at which time everyone will have the ability to purchase it online or from their local electronics store.

Now, there are ways you can transform Windows (primarily Windows XP) to look almost identical to Vista. If you are interested in the methods/programs (some are free, some are not), let me know. I can also provide links to select reviews and screenshots of Windows Vista.
