unfortunately the C:\windows\System32\imageres.dll file you suggested does not show ARROWED icons for pdf, doc, folders...
the moreicons.dll file.
I haven't checked if it is still there in Win 7
If not, then use Shortcut Properties Change Icon to browse to the folder that points to the .exe and open that. Some of the application .exe files have more than one icon.
You can also do that for any .exe and any dll files.

My PDF icons come from the PDF reader app.
So far, folk have told you where the stock icons are coming from.

I assume the shortcut arrow is added by Explorer to the standard icon to show it's a shortcut.
Long ago there was an issue with showing such arrows after a certain update of Windows 98. That was some registry or program issue. Certainly not an issue of missing icons for programs.
So I'm afraid you won't be able to find the composite item anywhere in the system, just on the screen.

unfortunately guys, none of the links you provided shows the arrowed shortcuts icons. I wonder if they avtually exist in that form.
I wonder if you are looking for the icons with that.
