I'd uninstall and reinstall your choice of PDF reader.

I'd uninstall and reinstall your choice of PDF reader.
I tried that, it made no difference.I'm wondering if it could be a problem with windows 10, or with firefox.
Time to scan with Grif's help. Read the following.

I tried all the information you gave me. Fully scanned my computer, etc. (although I already had malwarebytes installed.) but it still did not solve my problem. I would like to uninstall windows 10 and then reinstall, but I can't find any information on how to do that.
No version has an uninstall feature. It's been asked many times. Since there is no uninstall, maybe you want to re-install?
Windows 10 has varying repair systems. Try the simplest one that saves your files noted at link to follow.

That's easy to check, by downloading the same pdf from the same page in Internet Explorer and Edge, two browsers that came with Windows 10. My guess is that those will work.
To use this method while you fix Firefox seems easier than reinstalling Windows.
Thank you so much! I opened internet explorer (which I never use because I heard it had so many problems)and downloaded a pdf and it worked! I haven't had a chance to try Microsoft edge yet. So the problem is with Firefox, not windows 10. I guess I will uninstall Firefox, then reinstall it and see if I can download without problems. If not, I will just use IE for all my downloads. Thank you again, I never would have thought to try using a different browser.
Your problems will likely continue. RESET Firefox. How is on the web.
Dafydd.
Great, thank you very much. I reset firefox and was able to download pdfs from several sites - no problem.
Thank you and everyone else who helped me with this problem
