When upload window opens I am missing a library

I use several libraries in Windows 7. Recently I have noticed a problem. When I just open the library folders everything is there as it should be. However when I am on a website and want to upload or open something in one of my libraries (the pictures one more specifically) some of the folders that I know to be in the library are not shown. Double check them, and yes, they are there in the library still, just hidden or missing in the upload or open window in IE. Any help would be greatly appreciated ; )

Try other browsers.

While my bet is some add on to IE is causing this, I don't see a list of such here. So try another browser.

Don't use the library. That's just a list of folders. Choose the folder itself directly.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
