When changing anti-virus programs ?

Is it better to download new program(avast), Uninstall old program(norton), then install new program ?? In that order ?

and one more step.

after uninstalling the old anti-virus, reboot, (restart), the computer before installing the new. That allows the system and registry to update correctly.
