What would make the flickering.

Have a Curtis LCD Flat screen model 1906a 20 inch screen.
Several days ago it started flickering. When I turn the set off and turn it back on it goes away. After several hours it starts flickering again. I have taken all the cables off and put them back on. Any suggestions of what could be cause and what solution would be.

I'll lean to bad board or cooling issues.

As it clears up on power off there is likely a board (no one replaces chips today) that is now heat sensitive. You can try canned air on the vents and if it's in some enclosure, take it out of the hot box.
