What will be better, please?

Hello!
I've asked this in othe communities, but I need answer ASAP.
I?m pretty new in this stuff, so I?ll be very glad for any help.
I?ve got not really big network, 37 PCs, storage with total capacity 30TB (HP HDDs). My object is to optimize internal data transfer (properly photo and video files) and provide robust backup and
business continuity. What is the best way to do that? We?re using Windows. My budget is not really big.

I wouldn't trust forums if I had 37 PC's, a network and 30 TB of storage (in a SAN?) and probably some servers, some printers, and a connection to the outside world. I'd pay a IT-company to set it up and secure it.
