As a [relatively] experienced "tuner" I'd say the best car for you used would be a 90s Honda or Nissan S-chassis (240SX). Personally I recommend the Nissan, but as a new driver, perhaps front wheel drive will be more suitable for you. In any case I should advise you that from my experience the worst thing you can do is make your first car one that you plan on modifying, there are reasons for that but since you've made up your mind its not my place to tell you otherwise so I'll help with what I can.
I do recommend you rearrange your priorities though. The best first mods you can make to your car are always suspension and drivetrain mods such as good shocks and springs or a coilover set. A car with a body kit will look very goofy without being lowered and it will handle much better on a good pair of springs. I'll have you know now your plans are not going to be close to cheap if you want to create a reliable car and not a death trap. As a fellow poster on a nissan forum of mine once said, cars can be fast, reliable, and cheap. You can have two, but never all 3. If you want the car to be heavily modified, and still be safe and reliable, expect to spend some major cash on it.
As a matter of personal taste I'm not into the so called "ricer" fads such as useless lights, scoops, and overly obtrusive spoilers and paint/vinyl schemes; I would advise you to rethink that aspect of your plans. Generally all it does is make you stand out to the point where you are going to get pulled over by the police every chance they get.
Another thing you haven't said, but that worries me as a possibility is that you might plan on racing this thing. Please, keep it off the streets. There is no such thing as a safe street race, its illegal for a reason, and the penalties are getting worse. More and more often these days if you drop into a car forum asking for advice with the intent of racing they will be extremely reluctant in helping you endanger other people. So if you plan on "racing" with this, please keep it in Auto-X or on a track.
Which brings me to my next point... Find a good car forum specific to the brand of car you pick. once you've picked the car they will be much more able to help you with your plans, including finding one for a reasonable price and knowing what to look for when you buy, as well as making modifications as you go along.
