Answer
Replace and set the CMOS to what worked before. It's a very cheap part compared to what else it could be. Figure a few minute job and a dollar here.
I would not bother to google the error yet. Get this step done. Then look at priors from https://www.google.com/search?client=opera&q=ERROR-the+cpu+core+to+bus+ratio+or+vid+configuration+has+failed
