What's wrong with my Samsung Series 9 ultrabook?

Just after the Windows 8.1 update about a year ago, it doesn't work. It constantly goes in a loop with windows logo, then Samsung logo, and some error message. My tech friend managed to fix it somehow (he had no idea) but after a month, it goes in the loop again after booting up. Samsung dealer claim switching to another motherboard would help but I am dubious. Bought the computer with NO WARRANTY.

The laptop won't even boot now. When you turn it on, it goes in this cycle. Even the key to bios won't work!

Quick search online seems to be called Windows 8 auto repair loop. Problem is I don't have windows installation disk and booting into bios and safe mode doesn't work

It is the 13 inch model with Ivy Bridge (I think 2012) and 1600 by 900 screen.
