What is this awful sound coming from CPU / GPU area?

This is super annoying. I bought a gaming PC for my wife. It runs fine, but it makes the most annoying sound (cherping, ringing, whistling?) constantly. In the attached video, I move the camera around to various parts of the computer. Sounds like possibly the CPU or GPU?

FWIW, I have tried stopping the fans, and it does not sound like a bearing issue.

they can also make that noise. Seemed loudest at the CPU on what you did record.

about an inch round, tape it. Put one end to ear and move around the inside, you will find the noise. What I use is that clear vinyl tubing, like for fishtanks, one in ear and move the other around to finely locate the sound.
