It's not a Windows limit, it's a hardware limit. Whatever your particular system's wifi card can handle is the maximum speed. If it's 802.11b, then 11Mbps, 11g is 54Mbps, 11n is 108Mbps. Those are max theoretical speeds; you'll never actually get anything approaching them. Windows doesn't factor into the equation at all really.
