what is the best way to fix my browser?

when i try to get online, the main page says "Resolution Successful. The error has been successfully resolved. Please close down your browser and restart it to continue browsing online.".........but when i do as it says, i still get the same thing. Please someone help!!!!! it is a new dell.....i cant access the internet to download anything.when i attempt to use the net, the message is there....no i can not type in anything either in the address bar.....the only things that work on my computer (not this one)...is yahoo messanger, aim, and other one like those....i have yahoo sbc...and like their browser screen is hooked up with aol I.E. too....i cant download another windows til my other problem is fixed.

did the person that also had the problem as my cousins, get their compouter fix with what u gave me?
