what is the best way to fix my browser?

when i try to get online, the main page says "Resolution Successful. The error has been successfully resolved. Please close down your browser and restart it to continue browsing online.".........but when i do as it says, i still get the same thing. Please someone help!!!!! it is a new dell.....i cant access the internet to download anything.when i attempt to use the net, the message is i can not type in anything either in the address bar.....the only things that work on my computer (not this one) yahoo messanger, aim, and other one like those....i have yahoo sbc...and like their browser screen is hooked up with aol I.E. too....i cant download another windows til my other problem is fixed.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
