What is the best, the easiest way to create a web site?

I'm just interested in everyone's opinion here.

A friend asked me what the easiest way to create a personal web page is. There are so many options I didn't know what to say. I suggested the myspace.com option. But she was hoping for a little more organization to the pages. I would prefer free or low cost answers.

At least to me as there are at least a handful of different interpretations on what is meant by "personal web page" where a few points are:

1) The page itself can be a single HTML file that I think what may be implied is a bit more like a site to host it so that there is a URL for it and possibly DNS so that it is at "www.mywebdomainnamethingie.com" rather than some long URL that promotes another site like MySpace or other sites that allow some customization though aren't really heavily customized in the sense that you can just do whatever you want on the pages.

2) Is the page going to be just HTML or do they want to add in some scripting as well as client or server side or both? If yes on the scripting, which kinds of scripts and who will write them? Some people like putting music and flash and other bells and whistles, like a guest book, while others may want something simple.

3) Is the page for the purposes of a blog? Showing a portfolio of web design and graphics? Their own corner of cyberspace? These are also worth addressing.

The easiest way to create a personal web page would be to just open Notepad and enter a pair of HTML tags and voila there is a page though somehow I think what was meant is more than that. Just like buying a pair of tires doesn't automatically mean you have "wheels" as what was meant is an entire vehicle.

For just a personal webpage, which means text and pictures, I would suggest a blog. Myspace is a little "confusing" and sometimes disorganized, but great for networking if you'd like people with alike interests to read each others stuff. If you're looking for a free solution, try the Google Blogger, or if you're willing to spend $4 a month(hosting) plus $9 a year (for domain), then you can have your own website and do almost anything you want... a blog, a forum, or a completely customized website.

If your internet is from Verizon, you have a free web space and site builder. Other than that, I'm not sure.
