What is the best program for TV online?

Is there a program that I can download to watch TV on my computer. If there is one, which would be the best one. I have read that there are programs for this but cannot find them. Thanks

The 2 best options:
1. Use a TV-tuner card connected to your cable or digital antenna. If you need another program then Windows Media Player it will surely come with it.
2. Use your browser to go to any url published by the TV station to look at the streaming video of their broadcast (either live or archived).
