What is the best PC monitor for video and photo's?

Hi I am looking to buy a PC monitor to replace my old one, which is a CMV. I have been looking at Samsung and HP and I would like to know which are the best monitors to go for on the market at the moment. I would not pay no higher then £140 at the most.

I have heard that LCD is best. is Samsung good?

Let's forget that "best" for the moment and ask about

Since you want to edit photos, what will you use to calibrate the color? Pantone makes some affordable units such as the Pantone Huey and Spyder. But let's hear about how you intend to get the color corrected.
