what is the best and smallest digital camera

i am looking for the smallest camera that still has good image quality and manual controls would be a nice bonus. can anyone help me?

Well.......best is a relative thing.
There is no perfect camera.

Getting manual controls on an ultra thin camera is scarce as hens teeth.

I know of only 2:
Casio Z500
Fujifilm F11

Both of these are very new and you are not likely to find any reviews yet.

The F11 is not yet available in the USA.
But it is an F10 with manual controls.
You might find a review of the F10 somewhere.

and how about if i don't need the manual, mainly i just want something very very small and reliable w/ decent quality photos, but the smaller the better. thanks btw.

All of the very smallest cameras I know of, are toy cameras.

They take photos, but the quality is bad.

Some are the size of a ball point pen.
They are often used to be put aboard a model airplane or kite.

As far as serious cameras, the smallest one I know of is the Casio S500:

3.5 x 2.3 x 0.6 inches
4.4 oz

On a recent trip to St. Maarten I purchased a Nikon Coolpix S3. Very small in size 2 1/4 X 3 1/2 X 3/4. 6 MP. Almost every function is preset selectable. Nikon's software is nothing to write home about however. Pix quality in natural light is excellent. Flash as with most cameras leaves a little to be desired. I was looking for something very compact and easy to carry. I hate lugging camera cases around. This fits in a shirt pocket nicely.
