What is right "cloud set up" for new subscription business?

I formed a start up for licensing legal research to businesses. I need help in figuring out how to set up the technology. (I know there are other legal research providers; however, my solution is the proverbial "better mousetrap."

There are 3500 legal cases that will be summarized. Users will input certain key words in a search box on a Web page, and press the "Submit" button for display of the search results in a format for quick/easy reference by the Users. The web site will be very simple--KISS.

To build the initial database, my team needs to type the key search terms (winner of the case, subject matter of the case etc.) into a database for searching by the Users. After data for the existing cases are entered, the database will be updated with new cases as they are decided throughout the year.

The plan in the first year is to have 50-100 initial Users who will pay an annual subscription fee. Initially, sales will be made by face-to-face contact with prospects. When a sale is made, my team will need to set up the new User accounts.

What kind of database should be used to type in the key words obtained from each of the 3500 cases?

What kind of "cloud set up" do I need to make this successful e.g., Azure integrated with SQL database of the cases? I've done a little bit of reading, but I really don't know next steps.

Any idea how much the technology will cost?

Other tips/thoughts are appreciated.

started. Your going to need some IT staff. Now you have have your own servers with an application and database server. You can use MS Server and database software network but you will need the software developers. You also could use Open Source with a linux server and MySql database. If you want to use the cloud you could use a 3rd party that already has the software and the database setup in the cloud. I myself believe the cloud is much safer than your own network. The cloud security is number 1 concern and the host knows that. The cloud providers number 1 job is protecting your data.
