What is Intel® Composer XE 2013?

I keep getting from Tech Republic an offer for Intel® Composer XE 2013. Sponsored by Intel.

I'd greatly appreciate why this is offered 'free," what is it really for? And the advanced search on CNET, leads me to Google Search, and buying the product.

It's a series of products.

https://software.intel.com/en-us/intel-composer-xe lists some of them but if you don't program it will all seem confusing so I'll keep it short. It's a suite of products to compile or optimize the apps YOU WROTE. It is not useful to most other folk.
