What is DLC besides a deceptive sales gimmic?

Why do game studios implement DLC systems only to release one DLC and completely abandon the title? It seems like it's only to supplement marketing..

My favorite example is L.A. Noire, unique title with a big investment, one DLC and now it's dead..

How is this unique to that one game?

Would you rather have no DLC for any game and buy full new versions?

I thought it rather neat to find an expansion, even if it's just one that plays along with the original.

DLC is on average 4/5 full title costs.. shades of gray. The DLC is usually content that took the studio 1-2 months to roll out too..

Here it was more like 1 to 2/5ths the title cost.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
