What is the best FREE phone and service available for a disabled person?

I see a few companies on the internet, but not sure which one is good or not. Also, I want to get the most current phone available that I can. Have to get with the 21st century....

In my country you have assistance programs that install and set up the system for you. If you hunt outside of your support systems you find that it's crap.

Lifeline and Safelink. I'm not aware of either offering smartphones w/ free data too if that's what you are looking for, but perhaps that has changed.

Which services have you looked into thus far?

Checked out Assurance Wireless, an arm of Virgin Mobile. Phones look cheap and limited, and are listed with amazon.com f/$30, w/mixed reviews. I put a query on google, but the phone companies all look obscure. Lifeline is just a program, which I get for a landline, but I want to get a cell already.....maybe I will contact Samsung, or I might have to get my own phone, and find a free service....will investigate Safelink.
