What happened to my dial-up screen?

Windows ME
Used to when I clicked on the desktop Internet Explorer icon, the Internet Explorer screen would open and start loading quickly followed by my dial-up screen on top. I would click on connect and my modem would start dialing out (I live too far out in the country for DSL). Then, about two months ago, without any warning, my dial-up screen stopped coming up. The Internet Explorer would try to start and finally return the error "This Page could not open". So I just started clicking on my Outlook Express icon first, then the dial-up screen that came up on top of it, once it connected I would close OE, tell it to stay connected and then click on the Internet Explorer icon. Now, again without any warning, I click on my Outlook Express icon and sit and sit and sit and finally, after about a minute my dial-up screen comes up. How can I get back to the way it was? In 98SE I could click on My Computer and then click on the dial-up icon and dial out that way, but when I click on My Computer in ME there is no dial-up icon, where is it in ME?

Open IE. Click Tools, Internet Options. Click the Connections tab. Make sure there is a check in "Always dial. . ."

I don't remember going through all those steps lately. Is there something that would have changed it without my doing it - and if so why? I am working on cleaning out some adware (BullsEye Network), but I can't see why it would make such a change. That did get my IE back the way it was - I click on the IE icon on my desktop and the opening screen comes up immediately followed by the dial-up screen on top. But it did not change what is happening with Outlook Express. I click on its icon and the opening screen comes up, but it takes about a minute for the dial-up screen to come up. It used to come up immediately after the OE screen - no delay. It is not that bid a deal, I just hate to have anything change without my causing it to change. It makes me wonder if something is working in the background I don't know about - and should be worried about.
