What Exactly Is Windows 9x?

I see this 9x often when searching for downloads for Windows 98SE. Does it mean that the download is for Windows 95 and all versions of Windows 98? I am running Windows 98SE - if a download lists the requirements simpily as Windows 98 does that mean that it is for all versions of Windows 98? Any information regarding this issue will be greatly appreciated!

9x = all versions of 95, 98.
