i know it is used to adjust the bit-rate, but wil the increase of image quality be visibly noticeable?

but is it illegal to post the same questions on different forums? if it is i did not know that and that seems to be a pretty weak rule. i mean theres different people on different sites (forums) if the group on one site doesnt know the answer to your question why cant i ask it somerwhere else? again if its a written rule i do apologize dont want to break any laws.
But cross posting is going to be noticed.
