You seem to be quite right: http://www.filext.com/detaillist.php?extdetail=dmg says it's a Mac OS X Disc Copy Disc Image file. That's quite unusable for Windows.
Apparently, you downloaded the wrong version. Try the Windows version from http://www.videolan.org/vlc/download-windows.html

So I download the wonderful, highly-touted VLC media player, but can't install it. I'm a little disappointed that CNet has absolutely no explanation on its download page as far as what one does to actually INSTALL the program once it's downloaded.
Anyone out there know what I'm supposed to do with this huge file now? Windows can't figure it out, and I don't care to hear snide remarks about how I should have gone with a Mac OS or whatever. I use Windows because they have everyone's gonads in a grip and all the programs I use for work are Windows only.
PLEASE HELP!
