What could possibly be wrong with my internet

Ever since my family got our new internet plan ( with new equipment ) I have been experiencing my internet going bad constantly and I feel like I've tried everything. I posted twice on a subreddit already where they've had me ping google, update my drivers, run a trace route, and I've already called my ISP countless times and have had two technicians over so I'm convinced that its not on their side. I don't know how to diagnose what is wrong with my internet I thought the trace route was actually telling me when it would go bad but apparently it could just be my firewall blocking it, which I tried disabling but it still hasn't solved the problem. We know that ISPs do have outages and these are not 100% working 24x7. You have good advice but didn't reveal what's happening and how you fix it.

The gist of whats going on is I can't use a cloud gaming service called GeforceNOW because my internet dips constantly. What this service does is let me play games that my computer wouldn't normally be able to run at high settings, all you really need is a good stable internet connection, which I don't have right now for whatever reason. The only thing I can blame right now is ping spikes but that's just my guess as to whats going on right now.

Device manager is NOT where we update drivers.

The Update Driver button in Windows is not advised. Use the drivers for your PC from the makers.

As to what other DNS I start with 8.8.8.8 and 4.2.2.1 and do the IPv6 DNS of those as well. I rarely saw a DNS go for the third entry.

I've updated my drivers from the websites, changed my IPv4 DNS servers (couldn't figure out how to change IPv6 DNS)

Edit: I just saw the speccy comment on that now

So I read about what DNS is and how it works but I don't know what I should set it to, maybe something like 8.8.8.8 ?

1. The Seagate is causing issues. Look at 01 and 07 and when you see that you almost always get a client complaining of delays. This will cause Windows to pause while the drive retries. NO, the drive is non-repairable and has not failed but does cause performance issues.

Please research this problem as it's been covered on the web so many times.

In my view this is it or the big problem. You replace this first.

3. RAM is single channel. NOT THE CAUSE (see #1) but this is hampering overall speed especially for what you want to do. Get another stick of same size and make to pull this out of the mud.

If not, then keep that data for another day.

I know about the cloud gaming and you would do well to get the RAM to dual channel. It will help a lot.

Hdd and ram fixed plug your machine into the modem....bypass the router.....test.

What is the model number of this machine?
