That bit is a little obvious but in short, a library that could be used by apps installed by you.
2. NOT NECESSARY FOR A WINDOWS PC TO RUN.
Again a little obvious. These libraries are not required for Windows. May be required for apps. As we don't know what apps, I can't tell you if these are needed for apps.
But for Windows? Not required.
When looking at apps I find these:
