What are the best laptops under $250?

After spending a couple hours being overwhelmed by current laptop tech, I would really appreciate your recommendations.

I'll happily consider new, used, or refurbished models, and with regards to OS, Ubuntu, or windows are fine but not chrome.

Budget <$250 (£160, €220)

Requirements:
Office suites: word processing, spreadsheets
Email, internet
Viewing videos online (up to1080p)
WiFi
Ethernet
Skype
Good keyboard
15"-17" Screen

Not required:
Gaming
Photo/video editing
Touch screen
Portability (can be chunky/heavy)
Webcam
Exceptional battery life (I'll being working at the office/home, not on the road

You see the usual HP Streams and at 15.6 inch which is your run of the mill stock size http://www.amazon.com/gp/product/B00SV72ZA2 at 259USD. My wife has a similar model and it does web/word type stuff just fine.
