Maybe the "12th man" should be paid

Frankly, I think the TV viewing audience wants the cameras scans of cheering an booing crowds and that fewer would watch without that excitement. Perhaps another idea might be the pay the "12th man" to be there by keeping the sports venues full even if it means offering free tickets to fill any empty seats.

But the money in US sports is in TV, so I'm guessing that will happen elsewhere also.
