Weird system behaviour: please help!

Sorry that I don't have system specs: the PC unavailable to me at the moment. Running Windows 7.

The problem is this. After startup everything works normally for about 30-40 minutes. Then the PC starts to make a regular faint whirring noise every 30 seconds, lasting for just a second each time. While it's doing this, the system freezes up, mouse pointer won't move, etc. This lasts for up to 15 minutes, and then the whole PC suddenly becomes incredibly slow,. But when you reboot, it's all fine again for 30-40 minutes, before starting to go wrong again.

Is this a CPU issue? CHKDSK shows no hard drive errors, for what it's worth.

Whirring noise would seem to be a fan.

Test with the side panel off.

The speccy would be nice.
