It's a common PC complaint. But it can be traced to many things such as a hot CPU, dodgy drives or malware.
Let's get a Web Speccy report to see if something shows itself.

Weird system behaviour: please help!
The problem is this. After startup everything works normally for about 30-40 minutes. Then the PC starts to make a regular faint whirring noise every 30 seconds, lasting for just a second each time. While it's doing this, the system freezes up, mouse pointer won't move, etc. This lasts for up to 15 minutes, and then the whole PC suddenly becomes incredibly slow,. But when you reboot, it's all fine again for 30-40 minutes, before starting to go wrong again.
Is this a CPU issue? CHKDSK shows no hard drive errors, for what it's worth.
