Found it, I think.

Which Windows is this? If it is Vista or Win 7 then try this;

Control Panel > Performance Information and Tools. Click the "Adjust Visual Effects" option in the left column.

In the new window under the Visual Effects tab, find the option for "Show window contents while dragging" and tick that.

If it is already ticked, remove the tick, Apply/OK out, then return and add a tick.

See if that works.

If this is XP then My Computer > (right click) > Properties > Advanced > Settings > Visual effects.

Your OS GUI seems heavily modified so I would expect some strangeness, but what I see is where dragging a window leaves behind it's old position.

That is a setting somewhere, but I can't remember where it is.

If I remember I will get back to you, but in the meantime hopefully some one else will.
