Website Creating Program

Does anyone know of a good freeware program that is capable of making
websites without knowing any code, but still has the ability.

Example: Say I want to create part of a website without code, but want to customize it with some code, say javascript for example.

The way to cheat is

open a Word document, use Open Office if you do NOT have Word, it's FREE.

Make you website page, including hyperlinks colored text, etc.

Save the document as a html document.

Now open the html document, it will open in your browser. Click on view, view page source. Copy the coding to your webpage and presto, you just made a webpage using html.
